The above resolutions were passed largely by the UN General Assembly, which has no enforcement authority but reflects the views of the 192 member states. When votes were recorded, only Israel, the US, Australia, and three South Pacific mini-state protectorates of the US typically voted to support Israel. All of Europe, Asia, Latin America, and Africa have uniformly supported the resolutions of condemnation.


Only the 15-member UN Security Council, consisting of five permanent members with veto power - the US, the UK, France, Russia and China - and 10 rotating members from the other member states, have executive and enforcement authority. The US has cast 43 vetoes in protection of Israel from potential international sanctions, and in each case was the only vote in Israel’s favor. As in the General Assembly, no country in Europe, Asia, Africa or South America serving on the Security Council has ever voted to exonerate or grant Israel immunity from its violations of human rights and international law.  Moreover, the US has used more vetoes protecting Israel than have been exercised by all four other permanent UNSC members together throughout UN history.
